Someone from the chinese version made a list, but that should not be taken as a rule. It would be better to look over the wiki and determine for yourself based on their skills which ones work best for your fleet:

However, if you are asking for personal opinions, I would be more than happy to make some suggestions based on the set of ships I currently have.

@dcloud04 There is a tier list, but a lot of the middle tier is up for debate the only thing really settled is what's absolute top tier.
Because enterprise is pretty much broken in general for PvP.
Graf is pretty amazing with german planes overall.
But other ships like QE or portland require specific compositions to really show why their so strong. Or Soryu/Hiryu where Hiryu is pretty great even when on her own but soryu is pretty poor alone.

Seconding this. If you are just playing for win and stats, you can pretty much pick a group of 5-6 ships including Enterprise that are strictly better than everyone else, use them all the time and steamroll everything with automode while you do your dishes.
If you're not that kind of a player, you'll just likely level ships you actually like and still win because this game isn't that hard. It just takes a little bit more effort.
In either case, the tier list isn't all that important to you. It would hold more value if you could take more than 12 ships to a map and the map actually exhausts the number of top-tier, strictly superior ships available in the game.
(But even in that case you can still level dupes and put an Enterprise in each of your four fleets so it's moot.)

PVP should not be the main focus. Hard mode requirements are.
The ship type locks are what prevent players from the full experience.
You can be good at PVP with 3 CVs but hard mode is kind enough to tip you over with only 1 CV and 2 BBs needed.

I have some different question:
When equip a gun to a ship the detail says something: 3x4 dmg, attack power +5 and firing rate 3 sec. Those stats can alter if use special other/different ship or stick with a gun (type,rarity, upgrade lvl)?
Dual purpose guns can hit aerial and naval target too? Some DP gun sit in AA slot and some sit in gun or secoundary gun (in bb or cruiser) slot.
Has a ship list to worth to develop because skill or other (hidden) power? Those ship powers needs some special equipment or default/random equipment can do the job well?

Reload time decreases based on the equipped ship's reload skill, so ships with higher reload will fire the same gun faster. Higher rarity guns have slightly higher base stats and can be upgraded more (leading to higher overall final stats).
A few guns increase both firepower and AA. Main and secondary gun damage take the firepower stat into consideration, as well as the base damage of the gun that fires. AA guns always go into their own specialized slots, and take the AA stat plus the AA gun's base damage into consideration to calculate damage. Sometimes secondary guns (or primary in the case of some DD guns) add to AA, but they are still primarily naval guns.
Ships of the same type (DD, CL, CA, etc.) tend to have very similar base stats once fully upgraded and leveled. There are some exceptions here and there (some rather remarkably so), but this is a general rule. What makes a ship different is based primarily on their skills and how well those skills work together in your current lineup. For example, a ship that boosts torpedo damage in the formation would work well in a group where most of the ships use torpedos, but would not work well where only one or two use them. In terms of equipment, it is also a matter of balance. Personally, I try to mix using AP and HE shells on my primary damage dealers, and place fast reload guns on ships with a high reload stat to maximize the amount of shells they can hurl forward. Some ships have bonuses for using certain types of equipment (HE or AP shells, or certain types of aircraft, for example) which would obviously tip using that equipment specifically on those ships.
Basically, do some reseach on the ships you have and you should be able to figure out a setup that works for you. Without knowing what you have access to, I really can't give specific advice.

The new Black, Wind Skill AW: range become x0.7, attack 2 enemies at the same time, ally unit inside her perimeter increase defense x1.8, duration forever. Probably stack with other defense buff...
